By Emergency Ordinance 19/2009, published on the 12th of March 2009, there were multiple changes made by legislative act in the domain of public acquisitions (Emergency Ordinance 34/2006), to implement the Directive 2007/66/CE.

On the 9th of March 2009 are published in the Official Gazette the methodological norms regarding the employee's benefits known as "holiday tickets". This act comes in the implementation of Emergency Ordinance 8/2009, act whose purpose, according to assumptions published by the Government in the Official Gazette is to benefit both the employee (by increasing its real income), and employer, who can deduct (within the law) such expense.

In March 2009, the authorities in the field published new mandatory paperwork regarding the processing, and transfer of personal data of individuals. It is reminded that some obligations in this domain also belong to private companies.

By Government Ordinance 264/2009 it was established that foreigners will receive up to 8,000 work permits in 2009. It is reminded that the act of 2007 is currently applied, as amended and supplemented, and by such document, foreigners are required to obtain work permits for working and deployment in Romania. This obligation does not apply to citizens of EU or European Economic Area.

By the Government’s Decision no. 192/2009 published in the 9th of March 2009, the Government amended the rules for the implementation of the Tax Code regarding the payment of excise duty.



February and January 2009

By Law no. 19/2009, published the 27th of February 2009, have changed the rates of social insurance contributions in relation to income starting the month of February 2009.

In January 2009 were published in the Official Gazette additions to the collective employment contracts in the domains of electrical and thermal energy, petrol, gas and construction as well as automobile construction. As a result their provisions must be abided by all employers on the entire territory of Romania whose main activity according to NACE (CAEN) nomenclature is in these domains.

The first law approved in 2009 (Law nr. 1/2009) amended and supplemented the Law 10/2001 on the return/payments to the owners regarding the property abusively taken during 1945-1989.
